Oracle Cloud Infrastructure (OCI) is Oracle's set of cloud services for building and running applications. It provides compute as physical hardware instances and virtual machines, storage, and networking that connects securely to an on-premises network. Oracle delivers it through public cloud regions in many countries, and also in customer data centres (Dedicated Region), through partners (Alloy) and as isolated government and sovereign offerings. Customers use it for databases, enterprise workloads and AI.
Oracle Corporation is headquartered in Austin, Texas, so standard OCI regions are operated by a US company and fall under US jurisdiction, including the CLOUD Act. Oracle operates public regions in several EU countries, including France, Germany and Italy. It also offers an EU Sovereign Cloud: separate EU regions run by Oracle legal entities registered in EU member states, with operators who are EU residents and no connection to other OCI realms. The parent remains a US company, so a European organisation should weigh the legal structure as well as the data location.
