Outscale (Dassault): sovereignty score and 8 European alternatives

OUTSCALE is a French infrastructure-as-a-service provider and a brand of Dassault Systèmes. Its offering covers compute, storage, networking and security services, a managed Kubernetes service and a partner marketplace. The cloud is delivered in three models: International, Sovereign and Dedicated. OUTSCALE also offers large language models as a service, based on models from Mistral AI.

OUTSCALE SASU is a French company whose parent is Dassault Systèmes. According to its documentation, the regions in France run in data centres in Magny-les-Hameaux, Pantin and Aubergenville, and a separate cloudgouv region uses sites in the same area. OUTSCALE states that the Mistral models run in its region qualified SecNumCloud 3.2 by the French cybersecurity agency ANSSI. Note that OUTSCALE also operates regions in the United States and Japan, so a European organisation should deliberately choose a French region. The platform is proprietary and not open source.

Why digital sovereignty matters with Outscale (Dassault)

Outscale (Dassault) is headquartered in FR and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Outscale (Dassault) hosts data in EU, US, OTHER. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

Outscale (Dassault) is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.
