Pastell: sovereignty score and 8 European alternatives

Pastell is an open-source orchestrator for dematerialised administrative procedures, intended for public administrations and local authorities. It models, monitors and runs processes end to end. Documents arrive through forms, a REST API or automatic SFTP pickup. A web console shows live status, with timestamped logs and email notifications. Connectors exist for, among others, the ACTES, S²LOW and Fast platforms for transmission to the prefecture, i-parapheur, CMIS, WebDAV and SEDA archiving to asalae and Vitam. With Studio you model your own procedures without custom development.

Pastell is developed by Libriciel SCOP, a French cooperative with its seat in Castelnau-le-Lez, and is licensed under the AGPL v3. You can install the software yourself, so data stays on your own servers; Libriciel also offers general hosting and managed services.

Why digital sovereignty matters with Pastell

Pastell is headquartered in FR and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Data is hosted exclusively in the EU, so Pastell scores best on data residency.

Pastell is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Pastell together with your other vendors and gives a total score, a heatmap and the main risk drivers.
