Pop!_OS: sovereignty score and 8 European alternatives

Pop!_OS is a Linux distribution from System76, built on Ubuntu and aimed at developers, makers and other professionals who want a productive, customisable desktop system. Version 24.04 LTS is based on Ubuntu 24.04 LTS and is the first flagship release to include COSMIC, a desktop environment written in Rust by System76 with tiling windows, workspaces and multi-monitor support. Pop!_OS offers hybrid graphics support, full disk encryption and an option for NVIDIA drivers, among other features. You install it yourself on your own computer; System76 also preinstalls it on its own laptops and desktops.

System76 is a computer manufacturer based in Denver, Colorado, in the United States. Once installed, Pop!_OS runs locally and does not require a vendor account or cloud service; updates come from Ubuntu and System76 package sources. The system builds on free and open-source software, so a European organisation can inspect the code and use the system independently of a US cloud service.

Why digital sovereignty matters with Pop!_OS

Pop!_OS is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Data is hosted exclusively in the EU, so Pop!_OS scores best on data residency.

Pop!_OS is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Pop!_OS together with your other vendors and gives a total score, a heatmap and the main risk drivers.
