ROSA Linux: sovereignty score and 8 European alternatives

ROSA is a family of Linux-based operating systems for workstations and servers. The desktop and server product is offered on the website as ROSA Chrome and is built on a shared ROSA platform for creating operating systems. The distribution started as a fork of Mandriva Linux and has since been developed independently. The vendor offers the product for purchase and installation on the customer's own hardware.

The developer is AO NTC IT ROSA, a Russian joint-stock company whose website gives an address in Moscow. As a Russian company, the developer is subject to Russian law. For a European organisation, the origin and ownership of the developer are therefore the central sovereignty question. The distribution is mainly built from GPL and other free software, but the desktop editions include some proprietary components, so the product is not regarded as fully open source. The website does not describe a vendor-operated cloud service and does not state where data would be stored.

Why digital sovereignty matters with ROSA Linux

ROSA Linux is headquartered in RU, outside the EU. Contracts and data therefore also fall under non-European law. The GDPR applies through contractual terms, but in a conflict with local legislation you have less certainty than with a European vendor.

ROSA Linux runs on infrastructure you choose and control yourself. You decide where the data lives, including fully within the EU if you want — this is not a fixed hosting choice made by the vendor.

ROSA Linux is closed source, but you run the software yourself on your own infrastructure. The encryption keys and the runtime therefore stay under your own control, though you cannot audit or modify the source code. Ask about export options and open standards to limit software-level lock-in.

What this means for your organisation depends on your whole stack and context. The free assessment weighs ROSA Linux together with your other vendors and gives a total score, a heatmap and the main risk drivers.
