Scaleway: sovereignty score and 8 European alternatives

Scaleway is a French cloud provider with a broad range of cloud and AI products. These include virtual instances, bare-metal servers (Elastic Metal and Dedibox), GPU instances, object and block storage, managed Kubernetes and serverless containers, managed databases, networking, messaging and generative AI APIs. The service is delivered as a public cloud hosted by Scaleway.

Scaleway SAS is a subsidiary of the iliad Group and is headquartered in Paris. Its cloud regions are located in Paris, Amsterdam, Warsaw and Milan, all within the EU. Scaleway positions itself as a European alternative to the large hyperscalers and says it builds on open, interoperable standards to limit vendor dependency. The services themselves are proprietary and not open source. For a European organisation, both the ownership and the hosting regions therefore lie within the EU.

Why digital sovereignty matters with Scaleway

Scaleway is headquartered in FR and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Data is hosted exclusively in the EU, so Scaleway scores best on data residency.

Scaleway is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Scaleway together with your other vendors and gives a total score, a heatmap and the main risk drivers.
