SPARK Workflow: sovereignty score and 8 European alternatives

SPARK Workflow is a web application with AI modules that supports public authorities in complex planning and permitting procedures, for example for federal highways or the hydrogen core network. The modules extract information from application documents, check formal and substantive completeness and plausibility, support the involvement of agencies and the public, prepare the legal assessment and help draft the decision. Every AI result points back to its source and must be accepted, edited or discarded by a staff member; the substantive decision remains with a person.

SPARK Workflow is published by the German Federal Ministry for Digital and State Modernisation (BMDS) on OpenCoDE under the EUPL-1.2. It is built as containers for Kubernetes and is operated by the authority itself, with components such as PostgreSQL and S3-compatible storage. It also needs an LLM provider with an OpenAI-compatible interface chosen by the operator, so where AI processing takes place depends on that choice. The status is beta, and the repository states that security hardening and the production setup are the operator's responsibility.

Why digital sovereignty matters with SPARK Workflow

SPARK Workflow is headquartered in DE and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Data is hosted exclusively in the EU, so SPARK Workflow scores best on data residency.

SPARK Workflow is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs SPARK Workflow together with your other vendors and gives a total score, a heatmap and the main risk drivers.
