Tails: sovereignty score and 8 European alternatives

Tails, short for The Amnesic Incognito Live System, is a Debian-based Linux system focused on privacy and anonymity. It sends all internet connections exclusively through the Tor network and includes a modified Tor Browser with uBlock Origin. Tails boots from a dedicated USB stick or DVD and runs in memory, without writing to the computer's hard drive or SSD. On shutdown, most of the memory in use is overwritten. An optional Persistent Storage is encrypted by default. The default desktop is GNOME. Tails runs on PC-compatible computers, not on phones or tablets, and is intended for people who need to work anonymously.

Since 26 September 2024 Tails has been part of the Tor Project, a non-profit with 501(c)(3) status and a postal address in Massachusetts, United States. This matters for European organisations: the organisation behind the software falls under US jurisdiction, while the system itself runs locally from a stick and needs no account or cloud service.

Why digital sovereignty matters with Tails

Tails is headquartered in DE and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data. The ultimate owner is based in US. Foreign control undermines part of the certainty a European headquarters offers.

Data is hosted exclusively in the EU, so Tails scores best on data residency.

Tails is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Tails together with your other vendors and gives a total score, a heatmap and the main risk drivers.
