VMware Workstation Pro: sovereignty score and 8 European alternatives

VMware Workstation Pro is a desktop hypervisor for running virtual machines on a personal computer running Windows or Linux; its sibling product Fusion Pro covers macOS. Developers, testers and IT administrators use it to run several operating systems and test environments side by side. It is installed software: the virtual machines run on the user's own computer. Downloads are provided through Broadcom's portal.

VMware has been part of Broadcom since November 2023, a US company headquartered in San Jose, California. The supplier is therefore American, and licences, downloads and support go through a Broadcom account. Because the virtual machines run locally, the product does not require cloud storage or hosted processing of your machine contents. For European organisations, licence terms, updates and support remain under US jurisdiction.

Why digital sovereignty matters with VMware Workstation Pro

VMware Workstation Pro is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

VMware Workstation Pro runs on infrastructure you choose and control yourself. You decide where the data lives, including fully within the EU if you want — this is not a fixed hosting choice made by the vendor.

VMware Workstation Pro is closed source, but you run the software yourself on your own infrastructure. The encryption keys and the runtime therefore stay under your own control, though you cannot audit or modify the source code. Ask about export options and open standards to limit software-level lock-in.

What this means for your organisation depends on your whole stack and context. The free assessment weighs VMware Workstation Pro together with your other vendors and gives a total score, a heatmap and the main risk drivers.
