Xero: sovereignty score and 8 European alternatives

Xero is a cloud platform for accounting and financial management aimed at small businesses. It covers accounting, invoicing, online payments, bill payments, purchase orders, expense claims, bank reconciliation, payroll, project tracking and fixed asset management, plus the JAX AI finance assistant and integrations with many other applications. It is delivered as SaaS.

Xero states that its headquarters is in New Zealand. For users in the EEA the controller is Xero (NZ) Limited in Wellington, with Xero Denmark A/S as EU representative; for the United Kingdom it is Xero (UK) Limited. According to Xero's GDPR information, Xero uses Amazon Web Services with servers in the US, has no short-term plans to store EU customer data in the EU, and processes some of it in New Zealand, which the EU recognises as adequate. Standard contractual clauses apply elsewhere, such as the US or Australia. The service is not open source.

Why digital sovereignty matters with Xero

Xero is headquartered in NZ, outside the EU. Contracts and data therefore also fall under non-European law. The GDPR applies through contractual terms, but in a conflict with local legislation you have less certainty than with a European vendor.

Xero hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Xero is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Xero together with your other vendors and gives a total score, a heatmap and the main risk drivers.
