The privacy policy names YANDEX LLC as the operating company, incorporated under Russian law with its head office in Moscow. According to the policy, the personal data of Russian users is stored and processed in databases on Russian territory. For users in the EEA, Yandex acknowledges that the European Commission has not recognised Russia as providing an adequate level of data protection and says it relies on Standard Contractual Clauses for transfers. For a European organisation this means data may fall under Russian jurisdiction and that using the service involves a transfer to a third country.
