AppDynamics: sovereignty score and 8 European alternatives

AppDynamics, now branded Splunk AppDynamics, is an application performance monitoring product for hybrid and three-tier applications. It links application performance to business metrics and also covers application security, monitoring for SAP solutions and digital experience monitoring. It is aimed at IT and operations teams running applications on-premises, in private clouds and in public clouds. It is part of the Splunk Observability portfolio and can be used alone or with other Splunk products.

AppDynamics was founded in San Francisco, California, and has belonged to Cisco since 2017. After Cisco acquired Splunk in 2024, AppDynamics was folded into Splunk in 2025. The product therefore sits under a US parent company and US law, including the CLOUD Act, which can reach data held by US providers wherever it is stored. The software is proprietary. The vendor pages consulted do not state where monitoring data is hosted or whether an EU region exists, so a European organisation should clarify data location, retention and access terms before sending application telemetry to the service.

Why digital sovereignty matters with AppDynamics

AppDynamics is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

AppDynamics hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

AppDynamics is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs AppDynamics together with your other vendors and gives a total score, a heatmap and the main risk drivers.
