Cacti: sovereignty score and 8 European alternatives

Cacti is an open-source network monitoring and graphing solution built on RRDtool. It collects time-series data from network devices, servers and applications, stores it and presents it as graphs. It offers a distributed, fault-tolerant data collection framework, templates for devices, graphs and trees, plugins, role-based user management and multiple languages. Its high-performance poller, Spine, is written in C. Cacti is intended for anything from small networks to networks with tens of thousands of devices, and runs as a PHP application on your own web server with MariaDB or MySQL.

Cacti is free software under the GNU General Public License; copyright and trademark are held by The Cacti Group, Inc. The project website does not state a location. Because you install and operate Cacti yourself, you decide where the monitoring data is stored and who can access it. No cloud service from the vendor is required, so there is no dependency on an external hosting provider.

Why digital sovereignty matters with Cacti

Cacti is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Data is hosted exclusively in the EU, so Cacti scores best on data residency.

Cacti is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Cacti together with your other vendors and gives a total score, a heatmap and the main risk drivers.
