CIVITAS/CORE is an urban data platform for cities, regions and municipal companies. It combines established open-source components: FROST Server (OGC SensorThings API), the Stellio context broker (FIWARE/ETSI NGSI-LD), GeoServer, the Masterportal geoportal, Apache Superset and Grafana for dashboards, and Keycloak for user management. Typical use is bringing together sensor and geodata, for example to show measurements on maps. It is installed with an Ansible playbook on a Kubernetes cluster that the operator provides.
The platform is developed by a community within the association Civitas Connect e.V. in Münster, Germany, whose members are public-sector cities, regions and municipal companies. The software is published under the EUPL-1.2 and listed in openCode, where several German municipalities and municipal companies are named as users. According to the project, it works without operator dependency: any public or private body can run it itself, so the data stay under the control of the operator.
