External Secrets Operator: sovereignty score and 8 European alternatives

External Secrets Operator is an open-source Kubernetes operator that reads secrets from external secret stores and writes them into native Kubernetes Secrets. It connects to systems such as AWS Secrets Manager, HashiCorp Vault, Google Secret Manager, Azure Key Vault and CyberArk, so applications keep using standard Kubernetes secrets while the master copy stays in a dedicated vault. The operator runs inside the cluster and is published as open source on GitHub. It complements the cloud secret managers it reads from rather than replacing them.

External Secrets Operator is licensed under the Apache License and was accepted as an early-stage project in the CNCF Sandbox in 2022. The Cloud Native Computing Foundation is based in the United States, and the project does not describe a hosted service of its own. Secrets remain in the stores the organisation chooses, so the jurisdictional exposure depends on those stores. A European organisation can connect the operator to a vault hosted in the EU, which keeps the master copy of its secrets under European control.

Why digital sovereignty matters with External Secrets Operator

External Secrets Operator is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

External Secrets Operator hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

External Secrets Operator is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs External Secrets Operator together with your other vendors and gives a total score, a heatmap and the main risk drivers.
