KeePassXC: sovereignty score and 8 European alternatives

KeePassXC is a free, open-source, cross-platform password manager for Windows, macOS and Linux. It stores usernames, passwords, URLs, attachments and notes in an encrypted file that works offline, and it natively supports the KeePass 2.x (.kdbx) format, with import of older KeePass 1 databases. Features include key files and YubiKey challenge-response, auto-type, password strength assessment, breach checks against Have I Been Pwned, passkey support and browser extensions for Firefox, Chrome, Edge and other browsers. It is installed as a desktop application; there is no vendor-hosted service.

KeePassXC is developed by the KeePassXC Team and released under the GNU GPL, with source code on GitHub. The project website names no company, owner or location. Because the database is a local file, where your data resides depends on where you store it. The project states that version 2.7.9 received a security visa from France's ANSSI, and a security review of version 2.7.4 was completed in 2022. European organisations keep full control of their data, but support is community-based.

Why digital sovereignty matters with KeePassXC

KeePassXC is headquartered in EU and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Data is hosted exclusively in the EU, so KeePassXC scores best on data residency.

KeePassXC is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs KeePassXC together with your other vendors and gives a total score, a heatmap and the main risk drivers.
