KeeWeb is a free password manager that works with KeePass databases (kdbx files), including those created by KeePassXC. You can open existing vaults or create new ones, stored as a local file or in a cloud service such as Dropbox, Google Drive or OneDrive. KeeWeb is available as a desktop app for Windows, macOS and Linux and as a web app that runs in the browser without installation.
KeeWeb is open source under the MIT licence and is maintained by an individual developer, Antelle, rather than by a company. The official website names no country or place of establishment, so there is no foreign parent company that could be subject to the US CLOUD Act. You can self-host KeeWeb: the web app is a single HTML file and Docker images are available. Where your data resides is up to you, because the vault is kept in a file or with a storage service of your choice.
