Fess is an open-source enterprise search server that crawls websites, files and databases and indexes their content in OpenSearch. It is deployed as a full-text search server for intranets and document archives. Fess is released under the Apache License 2.0, which permits commercial use. Organisations run the software on their own servers, as an open alternative to proprietary enterprise search products.
CodeLibs, Inc. develops Fess. The company was founded in November 2019 and is based in Yokohama, Japan. The product pages describe a self-hosted server and do not mention a vendor-operated cloud that stores customer data. A European organisation therefore decides for itself where the index and crawled documents are kept, for example in its own data centre in the EU. Because CodeLibs is based in Japan, it falls outside EU jurisdiction, but the public source code makes the software auditable.
