It provides virtual servers, bare metal, storage and networking as infrastructure, alongside platform services, serverless computing and AI tools. Customers use it through a web console, command-line tools and APIs, and can run workloads across on-premises systems and other clouds. The offering is aimed mainly at large enterprises and regulated industries.

IBM states that it has data centres in Germany, the Netherlands and the United Kingdom, as well as in the United States, and that customers can choose where their data and workloads run. IBM also publishes the EU Standard Contractual Clauses for international transfers. For a European organisation, the choice of region, encryption and contract terms determine much of the exposure.
