Instana: sovereignty score and 8 European alternatives

IBM Instana Observability is a full-stack observability and application performance monitoring platform. It discovers and instruments applications and infrastructure automatically, maps dependencies in real time, and uses smart alerts and AI-assisted investigation to reduce noise and manual work. It integrates with the OpenTelemetry Collector and extends to AI agent and LLM observability. Instana can be purchased as SaaS, as a self-hosted installation or on a pay-per-use basis. It is not open source.

Instana was founded in 2015 in Solingen, Germany, and IBM announced its acquisition in November 2020. It now belongs to IBM, a US company, so US jurisdiction, including the CLOUD Act, applies to the vendor. In April 2026 IBM added an Instana SaaS region on AWS in Frankfurt (eu-central-1), which lets European customers keep observability data within the EU. The self-hosted option allows operation in infrastructure of the customer's choosing. Check the current list of SaaS regions in the Instana documentation before deciding.

Why digital sovereignty matters with Instana

Instana is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Instana hosts data in US, EU. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

Instana is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Instana together with your other vendors and gives a total score, a heatmap and the main risk drivers.
