jBPM: sovereignty score and 8 European alternatives

jBPM is a workflow engine for building business applications that automate business processes. You model processes as BPMN 2.0 flow charts, which a lightweight, extensible engine written in pure Java executes. It supports human tasks with assignment strategies, notifications and deadlines, business rule tasks that call DMN decisions and DRL rules evaluated by Drools, and long-running processes with durable state, timers, signals, message correlation and migration of running instances to a new process version. jBPM is delivered as software that development teams download and run themselves, alongside or inside their own Java applications.

jBPM is developed within Apache KIE, a project incubating at the Apache Software Foundation, and is published under the Apache License 2.0. Because the code is open and you operate it yourself, processes and the data they handle stay in the infrastructure you choose, including data centres in the EU, and no vendor-run cloud service is involved. For a European organisation, sovereignty then depends mainly on your own hosting and on the other components in your Java stack.

Why digital sovereignty matters with jBPM

jBPM is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

jBPM hosts data outside the EU (self-host). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

jBPM is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs jBPM together with your other vendors and gives a total score, a heatmap and the main risk drivers.

Frequently asked questions

Yes. Open-source EU alternatives to jBPM include Automatisch, Ofelia (Bonita) and Flowable. These keep your data fully under your own control and let you self-host if you want to.

Is jBPM GDPR-compliant and where is the data hosted?
