LiberaForms: sovereignty score and 8 European alternatives

LiberaForms is free software for creating and managing online forms. Users build and publish forms, read and download the answers, share form management with others, include privacy statements and let forms expire by date or number of answers. Answers can be end-to-end encrypted, and forms can also be published on the fediverse. It is server software (Flask, PostgreSQL) that you install yourself, with administrator and moderator functions for the whole site and documentation for system administrators.

LiberaForms is developed as a community project under the AGPLv3 or later. According to its privacy policy, its public instances are legally represented by a cooperative registered in Spain, and according to its social contract the project does not want money from investment funds. You can run the software on your own servers, so form data stays with you. The project also offers hosted public and dedicated instances for a fee, with data stored on servers in Europe. Development has been co-funded through NLnet's NGI Zero programme, with support from the European Commission.

Why digital sovereignty matters with LiberaForms

LiberaForms is headquartered in ES and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Data is hosted exclusively in the EU, so LiberaForms scores best on data residency.

LiberaForms is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs LiberaForms together with your other vendors and gives a total score, a heatmap and the main risk drivers.
