MUCGPT is an open-source assistant platform for the public sector. Its core is reusable assistants for recurring workflows, each with its own instructions, behaviour, optional tools and sharing scope. Chat is the working surface: users can create assistants, use them privately or share them with teams, and apply extensible tools, for example to summarise long texts, brainstorm as a mind map or rewrite text in plain language. Roles and permissions come from an OpenID Connect provider, and chat history is stored locally in the browser.
MUCGPT is developed by it@M, the IT organisation of the City of Munich (Landeshauptstadt München), and is released under the MIT licence. You run it on your own infrastructure and connect a language model of your choice through an API endpoint in the configuration, for example a model you host yourself. Where data ends up therefore depends on the model you choose. One other city, Stuttgart, uses a fork under the name ChatSTR.
