Offen: sovereignty score and 8 European alternatives

Offen is an open-source web analytics tool that its makers describe as lightweight, self-hosted and free. It shows page views, users, top pages and weekly retention, with filters for URL, location, referrer and UTM parameters, among others. One installation can serve several websites, and accounts can be shared within teams. Visitors give consent through a customisable banner and can view and delete their own data. According to the project, usage data is end-to-end encrypted and the server cannot decrypt it. Offen uses first-party cookies only.

The code is licensed under Apache-2.0. You run Offen yourself, as a single binary or a Docker image, optionally with SQLite; the website mentions no hosted service. The data then sits on your own infrastructure, in the region of your choice. The website is operated by Frederik Ring in Berlin and hosted by Hetzner in Germany. The project was partly funded by NLnet's Next Generation Internet programme. According to its makers, all components have been mature since summer 2024.

Why digital sovereignty matters with Offen

Offen is headquartered in DE and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Data is hosted exclusively in the EU, so Offen scores best on data residency.

Offen is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Offen together with your other vendors and gives a total score, a heatmap and the main risk drivers.
