Oracle EU Sovereign Cloud: sovereignty score and 8 European alternatives

Oracle EU Sovereign Cloud is a set of Oracle Cloud Infrastructure regions in Frankfurt and Madrid, aimed at European organisations that need to keep workloads and data inside the EU. According to Oracle, the services of its public cloud are available there with the same service level agreements, so you can run infrastructure, databases and applications on it. It is delivered as a public cloud hosted by Oracle itself, with Equinix named as host partner in Frankfurt and Digital Realty in Madrid.

The regions are owned and operated by separate Oracle-owned legal entities incorporated in the EU, and operations and customer support are restricted to EU-based personnel. Oracle states that the regions share no infrastructure with its commercial European regions, have no backbone network connection to its other cloud regions, and manage customer access separately. The entities remain Oracle subsidiaries, however; the ultimate parent, Oracle Corporation, is American, which is the relevant factor for CLOUD Act exposure. The service is proprietary and not open source, and data is hosted in the EU.

Why digital sovereignty matters with Oracle EU Sovereign Cloud

Oracle EU Sovereign Cloud is headquartered in DE and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data. The ultimate owner is based in US. Foreign control undermines part of the certainty a European headquarters offers.

Data is hosted exclusively in the EU, so Oracle EU Sovereign Cloud scores best on data residency.

Oracle EU Sovereign Cloud is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Oracle EU Sovereign Cloud together with your other vendors and gives a total score, a heatmap and the main risk drivers.
