Oracle VM VirtualBox is a general-purpose virtualisation program that lets you run guest operating systems as virtual machines on a desktop, laptop or server. It runs on Windows, Linux, macOS and Oracle Solaris hosts, on x86_64 hardware with newer versions also supporting Arm. Features include snapshots, shared folders and clipboard through Guest Additions, a command-line interface and a public API, and import and export of OVF and OVA appliances. VirtualBox is an application you install and run locally; it is not a hosted service.
VirtualBox originated at InnoTek in Germany, was acquired by Sun Microsystems in 2008 and passed to Oracle in 2010. Oracle Corporation is headquartered in the United States, so the vendor falls under US jurisdiction, including the CLOUD Act. The base package is licensed under GPLv3, while the Extension Pack is proprietary and free only for personal and educational use; organisations need a separate Oracle licence for it. VMs and their data stay on the machines where you run them, including in the EU.
