Peacock: sovereignty score and 8 European alternatives

Peacock is a streaming service from NBCUniversal with movies, series, Peacock Originals, NBC and Bravo shows, live sports such as the Premier League and WWE, live news, 24/7 channels, kids' programming and Spanish-language TV. There are ad-supported plans and a plan with fewer ads and downloads for offline viewing. Peacock runs on iOS, Apple TV, PlayStation, Roku, Samsung TVs, Fire TV and Meta Quest and is delivered as SaaS.

The service is operated by NBCUniversal, a division of Comcast, and is American; Peacock TV LLC holds the site's copyright. As a standalone service Peacock exists only in the United States, where it launched in 2020. Outside the US its content is available through partners, in Europe for example through SkyShowtime and, in France, Universal+. Peacock is proprietary software with no self-hosting option. As a service of a US parent, Peacock is subject to US law, including the CLOUD Act. For European organisations Peacock is in practice not a directly available service.

Why digital sovereignty matters with Peacock

Peacock is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Peacock hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Peacock is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Peacock together with your other vendors and gives a total score, a heatmap and the main risk drivers.
