piveau: sovereignty score and 8 European alternatives

piveau is a modular data management ecosystem for the public sector. It helps organisations build open data portals or internal data management systems, from harvesting to publication and reuse. Its components include a DCAT-AP compliant data catalogue (hub), a web interface (ui), data processing and storage (consus), quality and conformity checks (metrics), licence checks (advocat) and anonymisation (incognito). The platform is designed for cloud use, and its staging component can be installed on premises.

piveau is developed by Fraunhofer FOKUS, the Fraunhofer Institute for Open Communication Systems in Berlin, which belongs to the Fraunhofer-Gesellschaft, a non-profit research organisation registered in Munich. It has no foreign parent company. Its code is published on GitLab and builds on open standards such as DCAT-AP; the component licence is not stated on the vendor's public pages. For a European public body, the main sovereignty question is where the operator runs the platform. If it is hosted in the EU and operated by the public body or a European partner, the setup can stay fully within European control.

Why digital sovereignty matters with piveau

piveau is headquartered in DE and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

piveau runs on infrastructure you choose and control yourself. You decide where the data lives, including fully within the EU if you want — this is not a fixed hosting choice made by the vendor.

piveau is closed source, but you run the software yourself on your own infrastructure. The encryption keys and the runtime therefore stay under your own control, though you cannot audit or modify the source code. Ask about export options and open standards to limit software-level lock-in.

What this means for your organisation depends on your whole stack and context. The free assessment weighs piveau together with your other vendors and gives a total score, a heatmap and the main risk drivers.
