Rule: sovereignty score and 8 European alternatives

Rule is a Swedish digital communication platform that combines email, SMS, RCS and marketing automation with AI tools in one environment. Users create and send newsletters, build customer journeys with a Journey Builder, segment and personalise messages and follow results in Rule Analytics. Templates adapt to a brand's style, there is a visual editor, a Meta integration for targeting audiences on Facebook, and more than a hundred integrations, including Shopify, WooCommerce and Magento. Rule is delivered as a cloud service, and a free tier exists.

Rule Communication – Nordic AB is based in Stockholm and acts as processor in its data processing agreement. The agreement provides that personal data is processed within the EU/EEA, but another clause also mentions possible processing in third countries; the sub-processors are listed in an annex. Rule is not open source. A European organisation should check the sub-processor annex and the storage locations.

Why digital sovereignty matters with Rule

Rule is headquartered in SE and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Data is hosted exclusively in the EU, so Rule scores best on data residency.

Rule is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Rule together with your other vendors and gives a total score, a heatmap and the main risk drivers.
