Sovereign Cloud Stack (SCS) is an initiative for open standards and open-source software to build sovereign cloud infrastructure. The project publishes certifiable standards, a modular software stack and documentation, including cluster stacks for Kubernetes, an OpenStack health monitor and training material. The software is distributed as open source, so organisations can install and operate it themselves or with a partner. It offers an open alternative to cloud stacks built by hyperscalers, for private and public clouds.
The initiative is run by the Open Source Business Alliance (OSB Alliance), a registered association in Berlin named as the responsible organisation in the website's legal notice. Its repositories are mostly under Apache 2.0 and CC BY-SA 4.0 licences. European organisations can therefore inspect, modify and operate the stack without licence fees or a contractual relationship with a non-European vendor. Because SCS is a standards and software project rather than a cloud provider, data location and exposure to US law depend on the operator that deploys the stack.
