ToolJet: sovereignty score and 8 European alternatives

ToolJet is an open-source low-code platform for building internal tools such as admin panels, dashboards and operational apps. Teams build screens, data queries, logic and permissions visually, from a text prompt with ToolJet AI, or through a coding agent. It connects to databases, APIs and SaaS systems through native connectors and any REST or gRPC endpoint, includes a built-in database based on PostgreSQL, and offers workflow automation for approvals, scheduled jobs and notifications. Enterprise features include SSO, role-based access control, audit logs and separate development, staging and production environments. You can bring your own LLM keys or route inference through an on-premises AI gateway.

ToolJet is released under the GNU AGPL version 3 and developed by ToolJet Solutions Inc., which lists a San Francisco, California address, so US jurisdiction applies to the company. You can self-host on Docker, Kubernetes, your own VPC or on-premises, which keeps data in infrastructure you choose. A hosted ToolJet Cloud also exists; its hosting regions are not stated on the vendor's site.

Why digital sovereignty matters with ToolJet

ToolJet is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

ToolJet hosts data outside the EU (self-host, US cloud). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

ToolJet is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs ToolJet together with your other vendors and gives a total score, a heatmap and the main risk drivers.
