Vagrant is a command-line utility from HashiCorp for managing the lifecycle of virtual machines. It is used to build, share and distribute development environments in a reproducible way. The tool is installed on the user's own computer, while HashiCorp also offers the HCP Vagrant Registry, a hosted catalogue of prebuilt virtual machine boxes that can be downloaded from a cloud service.
HashiCorp is a US company headquartered in San Francisco, California. IBM completed its acquisition of HashiCorp in February 2025, and HashiCorp now operates as part of IBM Software. The Vagrant source code is published under the Business Source License 1.1 for version 2.4.3 onwards, a source-available licence rather than an open-source one, with MPL 2.0 as the change licence. Because the tool runs locally, development environments stay on the user's own machines, but downloads from the hosted registry and the US ownership should be weighed by any European organisation, together with the vendor's data processing terms.
