VBG (Virtual Business Gate): sovereignty score and 8 European alternatives

VBG (Virtual Business Gate) is a web platform for digital one-stop shops run by municipalities and other public bodies. It combines a front office for citizens and businesses with a back office for processing applications. According to the project documentation it supports, among other things, the SUAP (one-stop shop for business activities) and the SUE (one-stop shop for building permits). A workflow module lets organisations design procedures and tie them to their structure. The platform can connect to records-management and payment systems and includes a CMS for informational content. It is delivered as server software.

VBG is maintained by the Italian region of Umbria (Regione Umbria), which manages the source code in a public repository. The software is released under the EUPL-1.2, an open-source licence drafted by the European Commission. The project's publiccode metadata lists many Italian public bodies that use VBG. According to the documentation it runs on Linux or Windows with Tomcat, Java and MySQL, so you can operate it on your own infrastructure in Europe keeping the data in-house. The documentation is in Italian.
