WalkMe: sovereignty score and 8 European alternatives

WalkMe is a digital adoption platform. It adds a layer on top of business applications and gives users guidance, workflow automation and surveys, including in combination with applications such as SAP and SuccessFactors. It is aimed at organisations that want employees and customers to work better with software and is delivered as SaaS.

WalkMe Ltd is based in Tel Aviv (Israel); WalkMe Inc. is in San Francisco and WalkMe Germany GmbH in Frankfurt acts as EU representative. On 12 September 2024 SAP SE of Walldorf (Germany) completed its acquisition, so the German parent is the ultimate owner. According to the vendor's support pages there are data centres in the US and the EU, and not all features are available in the EU data centre. The trust centre lists the GDPR, standard contractual clauses, the Data Privacy Framework and a data processing agreement; sub-processors include AWS, Microsoft Azure, Google Cloud, Akamai and Datadog. WalkMe is not open source.

Why digital sovereignty matters with WalkMe

WalkMe is headquartered in IL, outside the EU. Contracts and data therefore also fall under non-European law. The GDPR applies through contractual terms, but in a conflict with local legislation you have less certainty than with a European vendor. The ultimate owner is based in DE, also within Europe.

WalkMe hosts data in US, EU. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

WalkMe is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs WalkMe together with your other vendors and gives a total score, a heatmap and the main risk drivers.
