Atlantis is an open-source tool that runs Terraform through a pull-request workflow. Engineers propose infrastructure changes in a pull request, the plan is shown for review, and changes are applied only after approval. Atlantis works with GitHub, GitLab, Bitbucket and Azure DevOps. Organisations use it as a self-hosted alternative to hosted Terraform automation, such as HCP Terraform. The project describes deployment on virtual machines, Kubernetes or container services such as Fargate.
Atlantis is licensed under the Apache 2.0 licence and is published as a project of LF Projects, LLC, a Linux Foundation entity that is a non-profit in the United States. The project describes itself as self-hosted, so the server and its credentials run in the organisation's own environment. The sovereignty risk therefore sits mainly in the hosting environment and in the cloud providers and state backends that Terraform reaches. European organisations should check that the state backend and the git hosting platform they connect are located and governed in line with their requirements.
