CiviCRM: sovereignty score and 8 European alternatives

CiviCRM is open-source constituent relationship management software for non-profits, NGOs and advocacy organisations. It covers contact management, donations and contributions, event registration, memberships, email marketing, case management and reporting, and its components can be switched on or off. It can run standalone or alongside Drupal, WordPress, Joomla and Backdrop, either self-hosted or run by a hosting partner, and an official cloud service, CiviCRM Spark, also exists.

The software is released under the AGPL v3. CiviCRM LLC, a company incorporated in California that operates on a not-for-profit basis, owns the copyright and trademarks and coordinates development with a core team and community. The project states that you are not tied to a particular data centre or country, so an organisation can choose a European host or its own servers and keep its data in Europe. The open licence allows the code to be inspected and run independently of the steward, although the legal entity behind the project is American.

Why digital sovereignty matters with CiviCRM

CiviCRM is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Data is hosted exclusively in the EU, so CiviCRM scores best on data residency.

CiviCRM is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs CiviCRM together with your other vendors and gives a total score, a heatmap and the main risk drivers.
