Frictionless Framework: sovereignty score and 8 European alternatives

Frictionless Framework is an open-source Python framework (MIT licence) for describing, extracting, validating and transforming tabular data, built on the Frictionless Standards. Developers and data teams use it in scripts and data pipelines. It is installed as a library on the user's own machines or servers, so it runs on the organisation's own infrastructure.

The project is maintained within Frictionless Data, a project of the Open Knowledge Foundation, a not-for-profit organisation incorporated in England and Wales, outside the EU. The library has no vendor-operated cloud service, so data stays wherever the organisation runs the code. For a European organisation this is a self-hosted option with no external provider in the data flow, and the MIT licence allows the code to be inspected and modified.

Why digital sovereignty matters with Frictionless Framework

Frictionless Framework is headquartered in GB, outside the EU. Contracts and data therefore also fall under non-European law. The GDPR applies through contractual terms, but in a conflict with local legislation you have less certainty than with a European vendor.

Frictionless Framework hosts data outside the EU (OTHER). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Frictionless Framework is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Frictionless Framework together with your other vendors and gives a total score, a heatmap and the main risk drivers.
