Harbor: sovereignty score and 8 European alternatives

Harbor is an open-source container registry that stores and manages container images and other artifacts. On top of basic registry functions it adds role-based access control, project-level policies, vulnerability scanning, image signing and replication between registries. Harbor is installed on a Kubernetes cluster or on a host running Docker, and it provides a web interface and an API. Organisations use it as a self-hosted alternative to hosted registries, such as Docker Hub or the registries of cloud providers.

Harbor is licensed under the Apache 2.0 licence and is a graduated project of the Cloud Native Computing Foundation, which operates under the Linux Foundation, a non-profit in the United States. Harbor has no vendor cloud of its own, so the storage location is the one the organisation chooses. A European organisation keeps images, credentials and audit logs within its own infrastructure, and is also responsible for backups and for keeping the registry up to date. The project continues to publish releases and news from its community.

Why digital sovereignty matters with Harbor

Harbor is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Harbor hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Harbor is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Harbor together with your other vendors and gives a total score, a heatmap and the main risk drivers.
