HashiCorp Vault: sovereignty score and 8 European alternatives

HashiCorp Vault is an identity-based secrets management and encryption platform. It stores secrets and issues them programmatically to people, machines and applications, generates and rotates certificates and keys, issues short-lived credentials and offers encryption as a service; access policies are written as code. Vault Community Edition is free and self-managed only. Vault Enterprise adds features such as disaster recovery replication and namespaces, and can be self-managed or run as a managed service on HCP Vault Dedicated.

HashiCorp is headquartered in San Francisco, United States, and has been an IBM subsidiary since the acquisition closed on 27 February 2025. A US parent company is a CLOUD Act signal. HashiCorp itself describes its community products as source-available. When self-managed, you decide where Vault runs and where the secrets are stored; with HCP Vault Dedicated, operation runs through HashiCorp. For a European organisation, self-managing on its own or European infrastructure is therefore the option that keeps the most control on its own side.

Why digital sovereignty matters with HashiCorp Vault

HashiCorp Vault is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

HashiCorp Vault runs on infrastructure you choose and control yourself. You decide where the data lives, including fully within the EU if you want — this is not a fixed hosting choice made by the vendor.

HashiCorp Vault is closed source, but you run the software yourself on your own infrastructure. The encryption keys and the runtime therefore stay under your own control, though you cannot audit or modify the source code. Ask about export options and open standards to limit software-level lock-in.

What this means for your organisation depends on your whole stack and context. The free assessment weighs HashiCorp Vault together with your other vendors and gives a total score, a heatmap and the main risk drivers.
