Joplin: sovereignty score and 8 European alternatives

Joplin is a free, open-source note-taking and to-do application. Notes are written in Markdown or a rich-text editor, organised in notebooks and searchable, and can include images, videos, PDFs, audio, math expressions and diagrams. A browser clipper for Chrome and Firefox saves web pages, Evernote exports can be imported, and plugins and themes extend the app. Apps are available for Windows, macOS, Linux, Android and iOS, plus a terminal app. Joplin is offline-first: notes stay on the device whether or not it is connected.

Notes can sync through Nextcloud, Dropbox, OneDrive or Joplin Cloud, a hosted service whose privacy policy states that it is owned by Joplin, registered in France. Synced notes can be protected with end-to-end encryption; the vendor says that not even the operators of Joplin Cloud can access such data. The policy does not state where Joplin Cloud data is stored. An organisation that wants full control over location can sync to a Nextcloud instance that it runs itself.

Why digital sovereignty matters with Joplin

Joplin is headquartered in FR and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Data is hosted exclusively in the EU, so Joplin scores best on data residency.

Joplin is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Joplin together with your other vendors and gives a total score, a heatmap and the main risk drivers.
