Jotform is a privately held company, founded in 2006 by Aytekin Tank and based in San Francisco in the United States, with offices in countries including Turkey, the UK, Canada and Australia. The service runs on Google Cloud and AWS, with data centres in the US and in Frankfurt. Account owners can enable EU storage, after which form data is held on servers in Frankfurt and users are redirected to eu.jotform.com. Enterprise customers can choose the location. The software is proprietary and cannot be self-hosted. Because the provider is American, the CLOUD Act remains relevant even with EU storage.
