Juniper Paragon Active Assurance: sovereignty score and 8 European alternatives

Juniper Paragon Active Assurance, formerly Netrounds, is a network testing and service assurance platform. It sends active test traffic to check that services work at handover and afterwards, so network teams can find faults before customers notice them. Juniper offers the Control Center as SaaS, or it can run on your own equipment or a private cloud; the Test Agents are software for a virtual machine, container or appliance.

Netrounds was founded in Luleå, Sweden, and acquired by Juniper Networks in 2020. According to Juniper's privacy notice, Juniper Networks, Inc. has an address in Sunnyvale, California, and since July 2025 it has been part of Hewlett Packard Enterprise, a US company. The product therefore falls under US jurisdiction, including the CLOUD Act. For a European organisation, running the Test Agents on its own infrastructure is the main way to decide where test data stays; the hosting location of the SaaS variant has not been established.

Why digital sovereignty matters with Juniper Paragon Active Assurance

Juniper Paragon Active Assurance is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Juniper Paragon Active Assurance hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Juniper Paragon Active Assurance is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Juniper Paragon Active Assurance together with your other vendors and gives a total score, a heatmap and the main risk drivers.
