OAR: sovereignty score and 8 European alternatives

OAR is a resource and job manager (batch scheduler) for HPC clusters and other computing infrastructures, including experimental testbeds. Administrators use it to schedule interactive and batch jobs, make advance reservations, match jobs to node properties and set up queues with priorities. The architecture relies on a database (PostgreSQL preferred), Perl scripts and SSH. OAR is server software that you install yourself, from a tarball, Debian packages or RPM packages.

OAR is developed by the OAR team at the Laboratoire d'Informatique de Grenoble in France, with support from research institutes and universities. The software is free under the GNU GPL version 2 or later. According to the project news, version 2.6.1 was released in March 2025 and is part of Debian 13. The developers do not offer a cloud service: you run OAR on your own clusters, so job data and user information stay within your own infrastructure. The user community communicates through a mailing list hosted by Inria.
