Packer: sovereignty score and 8 European alternatives

Packer is a command-line tool for building identical machine images for multiple platforms from a single source definition, such as clouds, virtualisation platforms and containers. It runs on every major operating system, builds images in parallel and is extended through plugins for the supported platforms. Teams use it in infrastructure and CI/CD pipelines; the images it creates can also be turned into Vagrant boxes. HashiCorp additionally offers an optional HCP Packer registry.

Packer is developed by HashiCorp, which became part of the US company IBM in early 2025. From version 1.10 onwards Packer is no longer open source in the OSI sense: the source code is public, but it is released under the Business Source License 1.1 with IBM as the licensor. Production use is permitted, except for offering a competing hosted or embedded service. The Packer CLI runs on your own systems, so your images and their contents stay with you.

Why digital sovereignty matters with Packer

Packer is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Packer hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Packer is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Packer together with your other vendors and gives a total score, a heatmap and the main risk drivers.
