The company describes it as a centralised multi-cluster management tool, with products for GitOps deployments, self-service and enterprise identity integration. Portainer Community Edition is open source under the zlib licence and is provided at no cost without official support; the project describes it as intended for non-production use. Portainer Business builds on the same base and adds commercial features and support.

Portainer.io states on its homepage that it is made in New Zealand, and a 2021 press release was datelined Auckland. Bessemer Venture Partners led the company's Series A round, and the pages reviewed do not identify a majority owner. The homepage does not describe where any hosted service or customer data is located, so this should be confirmed in the contract before use. For a European organisation, the open-source edition can run on infrastructure the organisation controls.
