Proactis: sovereignty score and 8 European alternatives

Proactis supplies business spend management and source-to-pay software. The platform is modular: supplier relationship management, sourcing, contract management, a marketplace for buying from approved suppliers, purchase-to-pay and accounts payable automation. Organisations can start with a single module and connect the platform to existing ERP and finance systems. According to the company it is designed for service-focused organisations, and it operates in the United Kingdom, the United States, France, Germany and the Netherlands.

Proactis Limited is based in Wetherby, England. In July 2021 the company was acquired by Café Bidco, owned by Pollen Street Capital and DBAY Advisors, and delisted from the AIM market. Public information on hosting is limited: a listing placed by a reseller for the contract management module on the UK government's G-Cloud framework describes a private cloud with data stored and processed in the United Kingdom, in third-party-managed, ISO 27001-certified data centres. The sources give no details for the other modules or regions.

Why digital sovereignty matters with Proactis

Proactis is headquartered in GB, outside the EU. Contracts and data therefore also fall under non-European law. The GDPR applies through contractual terms, but in a conflict with local legislation you have less certainty than with a European vendor.

Proactis runs on infrastructure you choose and control yourself. You decide where the data lives, including fully within the EU if you want — this is not a fixed hosting choice made by the vendor.

Proactis is closed source, but you run the software yourself on your own infrastructure. The encryption keys and the runtime therefore stay under your own control, though you cannot audit or modify the source code. Ask about export options and open standards to limit software-level lock-in.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Proactis together with your other vendors and gives a total score, a heatmap and the main risk drivers.
