Shotcut: sovereignty score and 8 European alternatives

Shotcut is a free, open-source, cross-platform video editor for Windows, macOS and Linux. Through FFmpeg it supports hundreds of audio and video formats and allows native timeline editing without an import step. It offers frame-accurate seeking for many video formats, screen, webcam and audio capture, network stream playback and resolutions up to 4K. Blackmagic Design SDI and HDMI input and preview monitoring are also supported. The interface is customisable, with dockable panels for filters, playlists, encoding and more. Shotcut is a desktop application installed locally.

Shotcut is developed by Meltytech, LLC, which holds the copyright and trademark; Dan Dennedy is the lead developer. The software is licensed under GPL-3.0-or-later and is built on the MLT multimedia framework. The project website describes no cloud service: you edit your material on your own device. For a European organisation, this means source files and projects stay under its own control and no vendor-hosted storage is involved.

Why digital sovereignty matters with Shotcut

Shotcut is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Data is hosted exclusively in the EU, so Shotcut scores best on data residency.

Shotcut is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Shotcut together with your other vendors and gives a total score, a heatmap and the main risk drivers.
