VMware (Broadcom): sovereignty score and 8 European alternatives

VMware supplies virtualisation and private cloud software for enterprises and is headquartered in Palo Alto, California. Its portfolio includes the ESXi hypervisor, vSphere for server virtualisation, vSAN for storage, NSX for software-defined networking and security, and management and automation tools. These are bundled in VMware Cloud Foundation, which organisations use to run workloads in their own data centres, at the edge or in the cloud. Since Broadcom completed its acquisition on 22 November 2023, the products have been offered on subscription only; perpetual licences were discontinued. VMware was founded in 1998 and spun off by Dell in 2021 before Broadcom acquired it.

VMware is owned by Broadcom. Because the software is typically installed in an organisation's own data centres or at hosting partners, the customer decides where data resides. The vendor itself, however, remains subject to US jurisdiction. The software is not open source.

Why digital sovereignty matters with VMware (Broadcom)

VMware (Broadcom) is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

VMware (Broadcom) hosts data in US, EU, APAC. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

VMware (Broadcom) is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs VMware (Broadcom) together with your other vendors and gives a total score, a heatmap and the main risk drivers.
