Azure DevOps is Microsoft's platform for planning, building, testing and shipping software. Azure Boards provides agile planning and work tracking, Azure Repos hosts Git or TFVC repositories with pull requests and branch policies, Azure Pipelines runs CI/CD for any language and cloud, Azure Test Plans supports manual and exploratory testing, and Azure Artifacts hosts packages such as NuGet, npm and Maven. It is offered as the cloud service Azure DevOps Services, used through a web portal and client tools, and as Azure DevOps Server for organisations that need to keep data on-premises.
Microsoft is headquartered in Redmond, Washington, and is a US public company, so US law applies to the vendor. When creating an Azure DevOps Services organisation, the owner can choose the geography where it is hosted, based on locality, latency or sovereignty requirements; Europe is among the geographies listed. Microsoft has temporarily paused moves between geographies. Azure DevOps Server runs on infrastructure of the customer's own, which gives a European organisation direct control over data location.
