IBM Business Automation Workflow: sovereignty score and 8 European alternatives

IBM Business Automation Workflow is IBM's suite for process automation and case management. It includes tools for designing processes, a Workflow Center repository and a Workflow Server, plus Case Builder and Case Client for case-centred work. According to IBM, the current release combines deterministic workflows with AI agents for knowledge workers, for example for task summaries and natural-language actions, and connects through the Model Context Protocol to agents such as watsonx Orchestrate. Business Automation Insights provides monitoring. The software is part of IBM Cloud Pak for Business Automation and is installed on your own servers or run as containers.

IBM is a US company, so the supplier falls under US jurisdiction, including the CLOUD Act. When installed on your own infrastructure, you decide where process data resides; the documentation describes installation on AIX, Linux and Windows with databases such as Db2, Oracle, SQL Server and PostgreSQL. If you use the AI features or additional IBM cloud services, data processing for those parts depends on the chosen service and its contract terms. The software is proprietary.

Why digital sovereignty matters with IBM Business Automation Workflow

IBM Business Automation Workflow is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

IBM Business Automation Workflow runs on infrastructure you choose and control yourself. You decide where the data lives, including fully within the EU if you want — this is not a fixed hosting choice made by the vendor.

IBM Business Automation Workflow is closed source, but you run the software yourself on your own infrastructure. The encryption keys and the runtime therefore stay under your own control, though you cannot audit or modify the source code. Ask about export options and open standards to limit software-level lock-in.

What this means for your organisation depends on your whole stack and context. The free assessment weighs IBM Business Automation Workflow together with your other vendors and gives a total score, a heatmap and the main risk drivers.
